Chernivtsi NGO “Centre for social activism” Synergy “, in program initiatives” democratic practice “International” Renaissance », is a partner in the implementation Project number 49 251″ Improving the capacity of communities regulatory procedure for use in making decisions about maximum fares in urban passenger transport in order to minimize opportunities for corruption “in. Chernivtsi. The main executor are Ternopil Regional Public Organization “Together!”. This project was implemented during February – April 2015 in the city of Ternopil, Ivano-Frankivsk and Chernivtsi.

Aim – to increase the ability of interested and engaged citizens to influence public acceptance and review of local government regulations regarding the formation rates (cost of services) for the use of public urban passenger transport, as well as the willingness of the public to transparent open discussion in this area.

The main objectives of our work are:

  1. To analyze compliance with the regulatory procedure with 3 – pilot cities: Chernivtsi, Ternopil and Ivano-Frankivsk while establishing and reviewing decisions on marginal cost tariffs for urban transport;
  2. To introduce 3-group (approximately 45 people) community activists using the regulatory procedure in the regulation of passenger transportation cost;
  3. Create and test a real public discussion (debate, public debates, round tables, etc. depending on the situation in the community) methodology and training of community public events relating to the transparent procedures for discussion change rates (cost of services) in the village using the tools of regulatory policy.
  4. work out together with community activists and submit to the local government proposals to improve the existing regulatory procedures for decision-making in passenger traffic
  5. To inform the community of the city of established problems in the regulation of passenger transport services and existing opportunities to influence local authorities to adopt or review of decisions in the interests of the community.
  6. Offer for review and approval of the local council methodology for public monitoring of municipal services as anti-corruption tool for detailed assessment of the situation not only on transportation tariffs and any study field. The expected short-term results of the project:

    1. to minimize corruption in the actions of the authorities, gained, for each of the pilot communities Chernivtsi, Ternopil and Ivano-Frankivsk algorithm (sequence) of training and the < em> transparent public public discussions relevant to decision-making communities, particularly in urban passenger transport.

        5. The methodology gained in the project can be used in the preparation of public events to change the value of any municipal services in Ukraine.
